My friend posted that the greatest advances of civilization, whether in architecture, painting or science and literate, in industry and agriculture have never come from centralized government. I believe this is not true, but do not know enough for a good answer. Can someone help refute this claim?

There was a mention or The Wall Street Putsch by someone on Reddit recently and I stumbled across it. After a little research, I can't find any definitive information or inkling of which way people lean. Did it happen? It seems accepted it was at least discussed. But who were the financial backers?
